GENERAL RULES
Constitution
- The League shall be called “THE LEICESTER & DISTRICT INSTITUTE SNOOKER LEAGUE.
- 2. The management committee of the League shall consist of a Chairman, Vice Chairman, Hon. Secretary, Hon. Treasurer and Asst. Secretary. A11 to be elected by ballot at the Annual General Meeting of the league In case of the Resignation or decease of a committee member the committee of the league shall have the power to co-opt a member to fill such a vacancy as may arise. The members may also elect an Honourable President who shall officiate at all general meetings of the league and may attend any Management Committee Meetings but shall not have any voting rights at such meetings
- The Annual General Meeting of the league shall be held at such a place and such a time as determined by the committee of the league. Each team present at such a meeting shall be represented by one official delegate who alone shall be entitled to vote on behalf of his team with respect to any matters dealt with by the meeting necessitating the exercise of voting power. The name of the delegate attending such a meeting on behalf of his team shall be notified to the league secretary prior to the commencement of such a meeting, fourteen days clear notice of such a meeting shall be given by the league secretary to all team secretaries constituting the league. The meeting shall be open to all registered players desiring to attend, and who shall have the right to address the meeting on any matters concerning the league, but each team represented at such a meeting shall be entitled to only ONE vote by its official delegate. Any team not represented at such an Annual General Meeting shall be liable to a fine as determined by the committee of the league.
- The general rules of the Leicester & District Institutes Snooker League can only be changed at the annual general meeting, although the committee of the league shall have the right to introduce any amendment to the rules, which they deem necessary during the playing season of the league. Any team wishing to propose a change to any of the rules must give notice in writing specifying the proposed change and to reach the league secretary not less than seven clear days before the Annual General Meeting.
- Any three teams may, if they so desire, call an extraordinary general meeting of the league, providing twenty-one clear days notice is given to the league secretary in writing specifying the reason for calling such a meeting and giving details of the business to be put before the said meeting.
- The committee of the league shall have the power to determine and conclude any matter arising during the playing season of the league and not provided for in these rules, and upon any dispute as to the interpretation thereof. The decision of the committee shall be final and binding and no redress shall be allowed.
- No team will be admitted to the league without the approval of the committee of the league
- Each player registered with the league shall receive a copy of the league handbook and rules for a fee to be decided by the committee each season.
Dissolution
- The league may be dissolved by a resolution passed by a majority of two thirds of the current team representatives of the league at the Annual General Meeting or at an Extraordinary General Meeting called for that purpose.
Any assets of the league shall be disposed of as decided by the team representatives and the league committee attending such meeting and any outstanding debts shall be borne by the members on a pro rata basis.
Each team representative and committee member shall be allowed one vote each at this meeting.
Financial
- Each team shall pay an annual subscription of £5.00. Each team shall pay a team fee based upon the size of the division in which it plays. Where nine or ten teams form a division the fee shall be eighteen times the fee agreed at each Annual General Meeting. Other divisional sizes are pro rata. The registration fee for each player shall be £1. These fees are to be paid by submitting with their entry form a £75.00 deposit. The League will then submit an invoice to each team by the end of January for the remainder to be paid by February 28th.
- An entrance fee of £2.00 per team shall be made for all teams entered in the team knockout competition. The entry fee for the Individual competitions shall be £2. The Entry fee for the pair’s competition shall be £4.
- Any team entered in the league shall be liable to pay the leagues bill whether they fulfil their commitment of matches for that season or not.
Registrations
- All team secretaries must submit their entry form not later than the first Sunday in August in each year. Failure by team secretaries to give this information to the league secretary will automatically lead to exclusion for that season.
- Team secretaries shall send to the league secretary the completed player registration forms who will be playing for their team for the coming season. This must be done by the first Sunday in Aug and any players registered after this date must not play in a match unless a completed registration form has been received by the league secretary prior to the match in question. No players may be registered after the 31st January in any current season.
- Where more than one registered team play from the same venue a player registration form must clearly state which team the player is registering with for the coming season. Players will on no account be allowed to change from one team to another during the playing season unless correctly transferred.
- A player will be allowed to transfer to another member team provided that a duly completed transfer form has been accepted by the Committee. These forms can only be obtained from the General Secretary for a fee of £10. No player will be eligible to play for his new team until clearance has been granted. No transfers will be allowed after December 31st of the current season.
- No player shall be eligible for registration who is a professional as defined by the Governing body of snooker.
- All players playing under the jurisdiction of this league will be expected to conduct themselves in a sporting and gentlemanly manner at all times and the committee reserve the right to discipline any member of the league accordingly for any breach of this rule.
Match Conditions
- League matches.
Each team shall consist of four and each player will play two frames scoring one point for each frame won, the points are added together at the end of the eight frames played and entered on the result card in the space provided. One League point will be awarded for each frame won. One bonus League point will also be awarded to the team winning most of the eight frames played. All frames are played off scratch.
- The team winning the most points in its own division during the playing season will be the league winners and shall hold the appropriate trophy for the following twelve months, the team concerned shall ensure the security of the trophy and effect insurance of the trophy to its full value during the time the trophy is in their possession. In the event that two or more teams tie on points at the end of the season, the winning team will be the team with the better frames average.
- All League matches shall take place on Monday evenings. Any team unable to play their match on the specified night should mutually arrange with the other team to play the match within twenty one days of the postponement or within the period governed by the fixture list whichever is the sooner.. The team requiring the postponement must notify their opponents and the relevant league officer at least three days prior to the match in question, stating the reason for requiring the postponement. For failing to comply with this rule the committee shall the power to award the match to the non defaulting team or declare the match void.
- Any team playing an ineligible player shall forfeit the match and all points at stake, and the committee shall have the power to inflict any fine they may deem appropriate. The offending team shall have all points for the match deducted and the opposing team shall be awarded the match and all points thereof. Should the offending team lose the match then two points will be deducted from their existing league total. Any player playing under an incorrect name, the player concerned and the captain of the team concerned shall be suspended for not less than eight weeks, unless the committee deem otherwise. No player shall play for another team in matches unless he is clear of his former teams books or with the League.
- At the end of the playing season the player with the best frames average in each division will receive a trophy in recognition. This will be based upon 80% of available league frames. A trophy will also be awarded to the player scoring the highest break in a league match in his respective division which must be entered on the match result card and confirmed by both team captains.
- Prior to the commencement of team matches, the captain of the teams concerned should enter their players names on either side of the result card. Each team captain shall have the right of the order of play of his team and will enter their names in order starting at the top of the result card. The HOME team captain then has the right to decide on which tables the players will play.
- During league and cup matches, one player of each team shall officiate as referee and marker respectively for each frame played. The referee will be in sole charge of the game.
- The normal starting time for any league match will be 8-00 pm unless a deviation from this time has been agreed by the committee of the league. Players should be in attendance by 7.45pm and the first two players must be ready to start by the normal time.
- 27. Penalties for late arrival at matches are as follows and can be claimed at the discretion of the team concerned before the commencement of the match.
1.] At least TWO players must be present and ready to play by 8 p.m. They will enter their names on the result card in the first two spaces and commence playing the match. If all four players are present the card will be made out in the normal manner.
2.] If a player arrives for a match after 8.40 p.m. but before 9 p.m. ONE frame shall be forfeit for each player concerned.
3.] If a player arrives for a match after 9 p.m. then TWO frames are forfeit for each player concerned.
4.] If no players are present to play at 8 p.m. then TWO frames will be forfeit, one frame for each player concerned.
5.] If no players are present to play by 8.20 p.m. then four frames are forfeit.
6.] If no players are present to play by 8.40 p.m. then six frames are forfeit.
7.] If no players are present to play by 9 p.m. then all eight frames are forfeit.
- In the event of a match or frame being unfinished at the closing time of the club, the person or team in front at the time shall be deemed the winner. e.g. If player “A” is one point or more in front when the match has to end then player “A” is the winner. If team “A” are leading by four frames to three at the time of closure then team “A” will be the winners of the match by four frames to three. The team captains will both sign the result card at the end of the match.
- A11 games of snooker are governed by the rules of the Governing body of snooker.
- It is the responsibility of the HOME team Captain and AWAY team Captain to each ensure a copy of the result card is sent to the relevant league officer within TWO HOURS of the match being played, Each Captain to sign the card only below of the names of his own team and all areas of the card to be in view. Failure to comply with this rule can lead to the offending team being fined by the committee.
- Any team wishing to make a protest on any matter concerning the league should send the protest and the reasons for it to the league secretary within seven days of the subject of the protest, a deposit of £5.00 must be included with the protest and this will be refunded if the protest is judged legitimate by the committee of the league.
- The committee of the league shall have the power to decide the terms and conditions under which all League, team knockout, pairs and individual matches are played.
COMPETITION RULES
- Team knockout Matches. These matches are played and scored the same as league matches with the following exception: in the event of a draw e.g. 4-4, the two team captains will nominate one of their players who has taken part in the match and these two players will play one frame the result of which will decide the match. As in league matches all frames are played off scratch.
- The starting times for all competition matches should be not later than 8 p.m. unless a later time is mutually agreed by all players concerned.
- All competition results are to be notified to the relevant league officer by the WINNERS of matches by the deadline date stipulated on the competition draw sheet, failure to comply with this rule can lead to offenders being disqualified from the competitions at the committees discretion.
- With regard to semi-final and final matches in the team knockout competition the home team shall be decided by spinning a coin prior to the match.
- The terms and conditions of a player individual league will be dertimed by the commit as empowered under League Rule 32
PREMIER DIVISION
- This division will be called the (sponsor) Premier Snooker League and will be an integral part of the Leicester and District Institute
Snooker League.
- The General Rules of the Leicester and District Institute Snooker League will apply with the following exceptions:-
Entry to this division will be by invitation only.
The entry fee shall be £10. Prize money may be paid at the discretion of the committee based upon the income for this division and will be self sustained.
- Entry fee for the team trophy competition shall be £5.
